Underground Water Repair Supervisor
The South Tahoe PUD is seeking qualified applicants to lead the District's Water Repair Department. This position supervises the work of crews engaged in the construction, repair and maintenance of the water systems. Requires responsibility for carrying out and explaining maintenance and repair procedures to support personnel, preparing routine and special reports and maintenance records for water distribution system. Requires 5 yrs directly related exp. 3 yrs supervisory exp desired. Salary $7,745 - $9,885/month DOQ
Essential Functions
- Plans, assists, directs and coordinates the work programs for maintenance and repair of the water distribution system and including repairs and maintenance procedures requested by other departments through the District’s work order system.
- Determines priority of projects, methods, staffing, equipment, materials, coordination, permitting, scheduling, and all other elements of completing all work.
- Prepares work schedules and assigns workers and equipment to the various crews and assignments. Plans and schedules workload, and coordinates with other departments for the cost-effective operation of the department.
- Develops standard operating procedures, protocols, and directs, and provides for the training as necessary for support personnel to provide asset management, maintenance and repair of facilities. Plans and supervises programs related to asset management and including preventative and predictive maintenance.
- Investigates and coordinates timely response to complaints, concerns, and emergency calls from the public, other agencies, and other departments.
- Performs all functions of Underground Water Repair I and II, Water Service Representative, and/or Asset Maintenance Specialist, as needed for the efficient operation of the department.
- Uses computers, software applications, databases and automated systems to accomplish work, including procurement, preparing and submitting reports and maintenance records.
- Maintains database of District water distribution system, inputs work needed and performed, generates reports, and tracks trends utilizing water system asset management software program, GIS and AutoCAD as applicable.
- Participates in the recruitment and selection, and schedules, trains, supervises, evaluates, disciplines, develops, motivates, and promotes teamwork among support personnel and other departments.
- Estimates needs and procures supplies, materials, tools and equipment. Maintains department inventory.
- Prepares the annual budget for the Underground Water Repair department.
- Adheres to and enforces safety policies and procedures including compliance with Cal-OSHA, CDPH, DHS, State Water Board, and DDW.
- Responds to emergency calls for assistance when available, and accepts standby duty as needed. Manages efficient standby procedures.
- Establishes and maintains cooperative relationships with other utilities and political subdivisions.
- Assists other departments in carrying out their function when help is needed.
Education & Experience Requirements
EDUCATION
1. High School graduate or equivalent, with ability to read and follow safety procedures and job related instructions.
2. Two (2) years college education in related field desired.
EXPERIENCE
1. Five (5) years of experience in the construction, operation, repair and maintenance of water distribution facilities.
2. Three (3) years experience at Underground Water Repair II or Water Lead Person level or equivalent experience.
3. Requires two (2) years of lead person or relevant supervisory experience. Three (3) years supervisory experience is desired.
Proficiency Requirements
1. Requires a valid Class A driver's license, with Air Brake, Tanker, and Trailer Endorsements, acceptable by the State of California, with a driving record which enables insurability.
2. Requires Certification from the Department of Health Services, State of California as a Grade D4 Water Distribution Operator within four (4) years of hire date. A T2 Water Treatment Operator Certification is desired.
3. Requires Competent Person training for trenching and shoring, as required by Cal-OSHA.
4. Must have current, valid CPR and First Aid certificates or ability to obtain within two years of hire date.
5. Requires training and certification in the operation of District forklifts.
6. Requires knowledge of the methods, tools, materials and equipment used in the maintenance and repair of water systems and associated facilities.
7. Requires ability to recruit, train, instruct, supervise, evaluate, motivate, appropriately discipline, and develop staff.
8. Ability to handle public contact with tact and judgment.
9. Requires the ability to read maps, utility grids and plans.
10. Requires the ability to establish and maintain an employee safety program.
11. Ability to exercise individual judgment and take prompt and decisive actions when emergency situations arise.
12. Requires the ability to maintain cooperative relationships with co-workers and supervisors.
13. Requires ability to use a computer and related software programs to prepare written reports and preventative maintenance program, maintain records.
14. Requires the ability to communicate effectively both orally and in writing and to give and follow oral instructions.
RESPONSIBILITY
